Approx. 33,800 to be called as lay judges during system's first year Around 33,800 people will be listed as potential lay judges in Tokyo over an eight-month period from May next year, when the system is launched, say Tokyo District Court officials. The court's headquarters, which has jurisdiction over Tokyo's 23 wards and islands, including the Izu Islands, is expected to select 28,000 residents as lay judge candidates -- approximately 1 person in 257 voters -- during the first year, based on past records for serious offenses. The Hachioji branch, which covers the other areas of Tokyo, is expected to list a further 5,800. Candidates will be selected at random from the electoral roll by local election administration commissions.
