I think it all depends on how you interpret this rule. I think trying to teach via 100% English you will run into all sorts of problems. I have no doubt it is possible, but it requires a lot of practice with a teacher experienced in this.
If however you interpret this as eliminating the lengthy Japanese grammar explanations with linguistic vocabulary, I think it is more than just for conversational listening skills. There is a lot of studies in language acquisition that show this kind of instruction is short-term at best. There are much better ways at teaching English, even English whose main purpose is the entrance exam. Much of this involves Comprehensive Input. This, of course, includes written English but CI done via listening is so much less time-consuming. I have yet to see a Center exam that has the linguistic vocabulary I heard in about 20% plus of some high school classes.

I think it will work if they work up to it, but junior high classes will have to be taught in increments so that by the time they reach high school, it'll be norm for the students.
